Could this be carried in Pennsylvania?

It CAN be carried in Pennsylvania as long as the knife is not assisted opening; i.e. switchblade (spring assisted opening), gravity knife (gravity assisted opening). If you manually open the knife with no mechanical assistance it is Legal in PA.

Will you sell kydex sheaths on their own?

Is this legal to carry in the state of Washington openly

I think only switchblades can’t be carried in Washington. Everything else is legal for open carry.

can you carry it without clipping to a belt?

Yes you can, you can make it a neck hung weapon. We also carry concealed knifes under our shirts/jackets. But it being a double edged knife you really need to practice drawing it, we teach proper draws from neck hunts and belt pulls. Hope this helps, it really nice weapon.
