Question 1

OK just got this thing, no markings for flow directions and two conflicting answers for inlet and outlet.  which is correct?

I see where the confusion is.  The fittings seem to be on backwards.  At least for my rig.  Not to mention it's backwards in one of the promo pix.  Way to go Neiko!  Here's how I'm fixing mine.  
Female quick disconnect is fixed on my compressor,
male quick disconnect ----->  1/4" FNPT ($6 for two)
filter (the shiny drain valve should point back to the compressor, not the tool)
*** Ideally the last piece would be a 1/4" FNPT to 1/8" BSPT (but I can't find one)
1/4" MNPT to 1/4" MNPT ($7.80 for four)
1/4" FNPT to 1/8" BSPT (running an airbrush, so I have to reduce down to this quirky size)

Question 2

I have a supply air line hanging from the ceiling and I connect to the bottom of it. Which way would the filter be hanging for best performance?

yes the valve should be at the bottom ! These filters appear to work both ways @! i have several and there don't appear to be any restriction on air flow either way i hook it up ! It should be fine both ways ! Might want to try it and see if it affects air flow for you ?I really don't care for it in the line and rather use it mounted on my paint gun ! I use the throw away ones for painting and this style for air tools with them mounted to the tool itself !

Question 3

Can I put this after the regulator or will that drop pressure too much?

I recommend the bottom of you gun if possible. It is made to allow free flow. The pressure may drop a fraction of a pound. Not enough for anything... it pretty much just filters the moisture so you don't have water spots out your gun as you spray. I used it in line for an airbrush but would recommend an iwata if you are using it for that application

Question 4

Why are the reviews and questions for this model  (30253A) the same as for model 30252A?  There is clearly an error.

Check the manufacturer's specifications.  It might be small dimension changes that do not affect the ability of the unit, i.e. length, diameter, etc.
