Im a guy 17 year old with dark circles. Would it be safe to use this?

If you actually want to cover dark circles not get rid of bags and wrinkles try touches éclat by eve saint Laurent it works well as doesn't look like heavy makeup , but it is and hides dark circles . These products are for older people wanting to look younger like me lol who need help . Also at your age camomile tea bags will also really help to reduce puffiness , just put in some hot water wait till just warm and hold under your eyes it really works

What product should I use to get facelift or reduce wrinkles?

It has a 12 month shelf life. Keep your product in its box after opening. Also don’t store it in too cool of a place. I had mine in my downstairs cloakroom where it gets quite cool in there I moved it to a tad warmer place and I keep it dark, hence keeping it in its box. It lasts much longer. I hope I have helped.
