Does it get rid of mustard algea

No it doesn't but leaves white calcium lines around the tiles. But I taken powder shock spread around the Pool and let it sit for 5 hours run pump and brush the pool floor worked great for me.

Do you place it in the skimmer basket or pump basket on a above ground pool

I placed it in the pump basket, worked very well. I'm guessing skimmer basket would be ok too

Will it work in a 3 foot pool without a filter?

It will but I would put it in a floater like you would for chlorine. It will work quicker near the filter or in a skimmer but floater will still do the trick. Well worth the money!

where would I put this in an above ground pool?

it should be put in the pump basket
