I am not sure but I am allergic to latex and have not had a problem but I mostly use it around my legs and have pants on.

Can the resistance band inside be changed in an event of breakage or it wears out? Or do you throw it away if that occurs?

They cannot be changed. Doubtful you will need to do so. I have had the the shoulder cords for years with much use and no issues.
