Beginner question: Is this set good for working with smaller pieces of wood to start out?

It is; depends on how small the piece of wood is. As a tool, this Pfeil set is marvelous, extremely sharp to begin with, hold the edge for a period of time, however, you need to learn to sharpen and strop them every so often

What is the best kind of mallet to use with these chisels?

My son and I love and use the 12 oz "Wood is Good" urethane mallet.  I use it for woodcarving, he for leather tooling.  For us it is a good weight, one's hand does not get tired with the 12 oz mallet and yet it can strike strong enough for my Swiss Made tools.  It is a little quieter than the standard wooden mallets--of which we have one, but now I only use it for knocking things around on the wood lathe as needed.   Both of us do not have large hands and find the handle to be fine for us.

I'm interested in getting a beginner's wood carving tool set for my husband.  What all would I need to get him started?  Thank you.

There are different kinds of carving: chip carving, incised, relief carving, whittling.  And then there are tools best suited for certain specific types of items to make.  Does he want to do wooden spoons, "spirit" faces, carving letters, cigar boxes...small carvings or large carvings?  And as important as the carving tools is the ability and tools for sharpening, or he is going to be one frustrated fellow.  I would suggest enrolling him in a class...such as "Misty May's Traditional Woodcarving", with a gift certificate to buy some tools.  It is common for people to buy a set of tools only to find they don't use half of them.  Better is to buy what you need for what you want to carve, as you find you need the tool  Yes, there are some basics to get, but it really depends on answering the above questions first.  Perhaps have him watch a some YouTube videos of carving different things, and then buy the tools needed.  Also... I think all of us who carve have purchased tools that we find are just not the greatest.  For instance, I bought a "V" tool...Swiss Made (Read: Expensive") about 20 years ago, but it is just too big for what I normally do.  I keep using it, butwish I'd bought a smaller profile.  As for gouges, many of us far prefer the "fishtail" shape.  I learned this only after owning a bunch of standard shaped gouges and realizing that for me the fishtail shape is much better.  Woodcarving is a wonderful hobby, and very therapeutic, too!
