Can it be kept IN the freezer at home for use with an ice drawer?

You would not be able to keep the holder in the drawer, Because of its size, it would need to be hung on the outside Of the drawer. The scoop would fit in the drawer.

Can I just buy the holder since it cracked and my scoop is fine?

In looking at available products on Amazon, I don't see an option to purchase just the holder.

Is the hight dimention of 11.7 including the handle inside the holder or just the holder itself?

I recall the total unit, including scoop as it rests in the holder, to approximate the 11.7 inches you mention. The scoop rests totally within the sleeve/hanger assembly.
