Can’t say about bleach and cloth but it stays on floor that have been repeatedly washed with cleaning solution.

this a plunger tip like a paint pen, or is it a a fixed wick tip?

It is a plunger tip...the ink is really thin and tends to bleed so if you are writing something small or very detailed (like words) practice on something else before you apply it to your final product. We used it for letters in our escape room and they smudged so much the first try that we had to wash the wall and repaint the area then use the UV pen again over it very carefully. On paper it bleeds a LOT so it may take several tries if you are doing a very detailed area
