No, it's not hot. It's actually great at controlling sweat between your thighs. It will be helpful for a dress or skirt during a Florida summer.

Do these cling to skirts?

No, none of the skirts I own have been a problem. These aren't like the older type of Skimmies, the are much more silky and slicker. I love them.

How far down on the thigh do these hit? I'm looking for a pair that come closer to the knee.

These did not come close to my knee. More like the length of men's boxer briefs.

Are these meant to be worn as underwear, or do you wear them on top of underwear?

Jockey's women's shapewear skimmies are lightweight, extremely comfortable, and breatheable. They wash and dry perfectly, and without any wrinkles. With no sideseams, they are great for exercising, leisure, and sleeping. They may look too small when you open the package, but as you put them on they easily stretch to a very comfortable fit. They are my new favorite from Jockey.
