Can this be used for ice cream?

You possible could if the ice cream was soft.

How hard is the plastic? Might plan to use this to scoop out very solid coconut oil and pluck off a tablespoon from the side side.

It is pretty hard, works on stiffer cookie dough.

Is this good for cake pops?

i think it would. I am not a good baker. I use it for Sausage balls and cookies. I love it.
