35% hydrogen peroxide is not available for sale to the public becasue it is known to treat cancer sucessfully. If you know someone who runs their own business you can probably get them to buy and and they can say it is for cleaning.

Can it be used to clean the wounds?

I've used this all the time to clean wounds as a child. Never had a problem. Maybe pharmaceutical companies realised how cheap this is and started saying it is "dangerous" and it's safer for you to buy a cream 4 times more expensive....
