is laser supposed to turn on when vacuum switch is turned on?

Yes. It is annoying that the laser can not be turned on without the loud vacuum running too.

Mine makes a lot of noise. Is this normal?

Yes, it has an air pump running to suction it down

Does this work on “orange peel” textured walls?

While I haven't had this situation, mine came with a gasket that is supposed to be used for textured walls.

Can I buy another plastic disc to hold it to the wall?

I do not think so, because its a rubber gasket that is attached to the unit.
