Can I connect my 4s battery to this to balance while I'm charging?

Use it after balance charging if you need more precise balancing of the parallel cell groups. The p-groups should be within 20-25mV before additional balancing with the BG-8S

Is this an active balancer, raising the lowest cells? Or does it only lower the highest cells?

No the ISDT BG-8S is definitely NOT an active balancer. It strictly discharges the high cells down to the lowest cell voltage. If the low voltage alarm is set to high it will not even start the balancing. The cell with the lowest voltage when starting the balance will remain the lowest cell until all other cells voltages have dropped below that cells starting cells voltage. Every review I have ever read or seen states this is an active balancer. But I have two of these and I can without a doubt say that is false. To be clear the manual does NOT mentions anywhere (that I can find) the balance method used in this device.

Can these connect to 16s lithuim iron battery

No they are for 2s-8s. Maybe 1s. But definitely Not 16s

How do I put the device into continuous auto balance without entering manual balancing modey

I'm going to say no. It's been a while since I've used mine but all indications say that you must enter manual mode first then this unit will go into auto mode on its own.
