They do fit adults, we had a program for senior adults at our Church and the seniors wore them.

It is adjustable. It can fit a three year old to an adult man

Can these hats be colored with crayons and markers?

I'd say yes. They're made of heavy paper, and not waxed or coated with anything, so crayon or marker should take easily.
