Will the inside dimensions easily fit an 8 1/2 x 11 paper? A4 size will not fit.

Yes, the edges are graded or gravely but the center is smooth

Are these flat on top? Could they be used as a writing surface?

They are flat-ish. They have design highlights that make the top look like they have panels. If you have something on top (like a magazine) they would work, but just a piece of paper and pen/pencil, I would say no. The picture that someone posted (above reviews) gives a great view of what the top looks like.

How many 8x10 photographs will it hold?

I do apologize but I didn’t use my for photos I put newspapers in mines I think it held two whole papers in each I think one I put 3 cause they were small I do hope that helped
