They are finished but it's very flimsy, hope that helps

Would the panels be strong enough to use as a rabbit run?

They are plenty strong enough to keep rabbits enclosed. Unless your rabbits have files for teeth.

Would this do for a dog run

Good Afternoon Thank you for your email. These panels are made from a 2.5 mm thick, 12 gauge wire which would be strong enough to use for a dog run. We would recommend securing the wire panels onto wooden stakes placed at the end of each panel using U nails, to help to create a strong dog proof barrier.
