Hi, one review says its sticky- is it? I'm looking for something smooth and "silky" to apply, no skin pulling- hope this is it! Thank you

Yes, it is smooth and silky to apply, although it seems a bit thick when it comes out the tube. It does feel a little sticky to the touch when it dries on the lids but I assume this is to make sure that your eye shadow stays in place. I’m very happy with my purchase.

Is this suitable with lash extensions

All I can say is, I have lid margin disease, which irritates that whole area 24/7, 365 days a year. I recently tried lash extensions but had a serious irritation and inflammation and had to remove them asap. The product in question was amazing in that it did not irritate my highly sensitive eyes AT ALL. So, between the product and eyelash extensions I would say that the latter are far more likely to cause irritation. I ABSOLUTELY LOVE this product.

Not sure if it's oil based, but I don't think so. There may have been a list of ingredients on the box but that has been discarded sorry. However, it is a very effective product

Can you use this under the eye. Under your concealer?

I'm not sure? It's very light weight, but it dries to act as a base, so it may become a little crepey under the eye.
