How to use the black small parts?

The small rubber pieces slip on the tips of the metal pieces. The black plastic strips are placed across the legs of the metal parts once they are put into the peg board. The plastic strips help hold the metal hangers in place.

Are the black rubber cover on the hooks when it comes?

No, you need to set them by yourself, very easy to cover on the hooks, and it will be more safe.

Are the pegs on the bins made out of plastic? If so, do they break easily?

Yes they are plastic. None have broke and I am using all the bind.
