No they do not come with cables. River 2 also did not come with mc4 to xt60 cable.

400 watts per panel? Or is it 200 watts per panel x 2 = 400 watts? Volts? Would it work for 24v?

These are 100 watt panels. Quantity 2. That's why they are advertised as 200 watts. Not sure why ECOFLOW answered your question as such. They should know better. That said, it seems to be a worthwhile product.

What is a compatible stand to mount this on, to put on the ground outside?

You can lay it flat on ground as you would on the roof of your RV but i believe it performs best with some airflow under it

When 400W pannels will be available again?

Honestly you may have to search for the panels but they are available, type in ecoflow 400 watt panels and see what you get , be advised the 400 watt panels come in rigid and foldable versions so be sure to type that in the search bar also
