Can this be used over latex paint and if the latex paint is gloss will it look matte after applied?

Yes, the wax can be used over latex paint. Buffing the wax is what makes it shiny, the wax has a naturally matte finish so apply it, wipe off the excess and just let it cure for a couple of weeks. Buffing the wax is what makes it shiny.

Can you use this over a wood stain?

Yes. This wax is very easy to work with. If you need to see how it works on wood look up Annie Sloan was on wood on utube. This wax however will not protect surfaces from long periods of standing water. I have covered coffee tables and side tables with it but always advise to protect by using a coaster and wipe dust with a dry clean cloth.

Can I use it for my stairs steps?

No, we do not recommend our Jolie Finishing Wax for floors. You can create a brown "wax" look by doing a Wash or Dry Brush Finish with our Truffle or Espresso Jolie Paint, then seal with the Floor Varnish. Can this paint be used on fabric furniture?

This is our Finishing Wax topcoat, but our paint- Jolie Paint can be used to paint your fabric. We have tips to do so featured under How to Use- Articles on our website.
