Hi, good question. Yes it is a drip nozzle. You can store it in a range bag but any lubricant stored in plastic tends to either sweat or leak out. The item I listed comes in a small sealed poly-bag to ward off any leaks.

CLP stands for Cleans, Lubricates and Protects. Originally developed for the US military, CLP is more than a superior lubricant. It actually cleans firing residue and other contaminates from the bore. It also cleans moving parts and the exterior of firearms while reducing friction and protecting from corrosion.

From a scientific/EPA/OSHA etc point of view, I can’t give you an answer. But from practical application by a regular user of the product, no issue at all.  
I routinely use this product, it is mill-spec in quality and I trust it to Clean-Lubicarte-Protect as advertised.   I’ve been using CLP for over 25 years and never had any issues.  
 I would recommend using a dedicated mat to protect the tabletop  yourusing when cleaning, and to make any related drips easy to the clean up.   Fyi- Lyman makes a great silicone  pistol mat ( currently available on Amazon for $13.49).  Their rifle mat is also excellent but due to the heavyweight silicone  and size of the rifle mat it is a little bulky to fit in my cleaning kit case, it would be awesome if you wanted to hang it on a wall when not in use. There are several other good rifle length mats on the market if you prefer one that rolls up for compact storage.   If you are not using a dedicated mat, I would definitely advise a couple layers of cardboard or thick newspaper to prevent oil from getting on your countertop or table etc. 
 As with any cleaning product, any time you are cleaning )or have been on the range), be sure to wash your hands good afterwards to get rid of any residual oil or ammunition related lead particulates.   
 Don’t oversaturate when cleaning, and when everything is ready to go back together just a light coat is all you need to keep everything well protected and ready for use in the future.  
    Final word on CLP- I’m a firm believer in taking care of your equipment so that when needed, your equipment can take care of you. I would not use CLP if I did not trust it.
