Is this actually waterproof? Could one use it outside without the cover of a tent or tarp ?

Yes it is waterproof and I have camped in winter in it with good sleeping bag. But the condensation is what gets you. I use thin wool blanket inside to absorb moisture works very well. Pick your ground well.

Can you actually use this without a sleeping bag when it's not too cold?

Hi. I recently bought one. In theory I suppose you could in warm temperatures but it's by no means a replacement. I would still use a light bag or sleeping bag liner inside it.

I can't see a goretex logo anywhere on mine so I don't think so.
