Does this need a pump to blow it up or could the average person blow it up themselves?

If I can blow it up then no, you don't need a pump - just a bit of time! this is the best lilo I have ever used - I bought stock so that I can actually take it on holiday with me! Never manage to repack it to bring home - so Im pleased they still have them here! They are comfortably wide and we even use them on sunbed as a mattress !! Good choice - enjoy!

Will this be long enough for a 6ft 4inch person?

I would say so. Feet may hang iver the end but I do not see it as being a problem. Probably the best inflatable I have ever bought!
