Is rack heights adjustable?

Unfortunately it is not hight adjustable but depending what you dry you can determine if you should use all three racks.

Can it be switched on in the total upright position just like a wall towel rail that you'd find in your bathroom?

It can but I would not recommend It, as the heat would be concentrated In one small area, best to use as per manufacturers Instructions

How long does it take to dry washing?

It takes all day but very cheap and it is very big holds alot
