No cleats. Handle bar moves up and down. But not back and fowards. The saddle moves back and forward. Only a very little noise.

does this bike have toe clip pedals

Yes it does. I think is a solid bike for the price. The down side is the console. You have to buy it separately. It’s not available in Amazon, or at least it wasn’t when I got the bike. It’s pricey, very basic and bad quality.
