would these fit a 3 inch belt?

No. The ToughBuilt belt has a 1 3/4 inch webbing that these pouch clips attach to.

Are these clips interchable with all tough belt pouches?

I own 8 Toughbuilt pouches from tape holder to the large contractor pouch and the electrician tote. All use the same clip. These also work on the wall mount storage brackets. They are very strong and make it so easy when customizing the Toughbuilt tool belt for any project.

Can I use these with a tape measure?

No, it’s only designed to fit a tough built tool pouch.
