Yes, I have a Honda Pilot with side rails only I simply just clipped the other straps to the side as well. Worked great!

I think it would do great on your highlander with crossbars on top. I have a little ittie bittie car & it fit perfectly on top... There are plenty of straps, and they're very strong.

They make clips you can buy to make it so you don't need roof racks. Just type "roof rack clips" into Amazon's search bar! I think they were around $15.
