Will this improve sound quality for the audio-technica ath-ad700x?

If you're coming from onboard sound, then perhaps slightly.

I have a condenser mic with phantom power(BM 800). will it work if i connect the phantom power output(3.5mm) to the dac as mic input?

Dear Customer, This DAC does NOT put out 48V of Phantom Power that is required for most studio Condenser mics to function. However, I know some of these budget condenser mics sold on Amazon do work off about 5V of phantom power so that they can work with USB. This product should put out around 5V of phantom power, and may be able to run this mic. We cannot guarantee this since our DAC is not designed to put out Phantom Power, but these microphones do seemed designed for these uses. I tried looking up this specific microphone to find out at what voltages it functions but I can't find any specs on it.

Will these run the beyerdynamic dt990 pros 250 ohm?
