Are there any women who use this brace?  How does it feel across the chest?

It is tight across the chest. When it loosens up a bit then it goes under your breasts and your boobs kind of pop out between the straps. but this is a very very good shoulder brace. it took my pain from a 10 down to two or three while wearing it the first time. I recommend the shoulder brace highly.

Question 2

How much does this restrict range of motion? Due to ligament laxity, I sublux my shoulder when I sleep. Does it keep the arm close to your body?

From my personal experience, you can adjust the amount of the restriction. If you use it during your sleep, it will keep your arm very close to your body, based on your adjustment..

will this brace help someone with an impinged shoulder?

Look, I'm no doctor but I use the brace to make up for a Bicep tendon which burst and is no longer in play, leaving me with a sloppy joint and a 20% reduction in strength.  Shoulder Impingement, as I understand it, is more of a inflammation issue with stuff rubbing within the shoulder joint now in close quarters due to injury, inflammation, etc.  So, while this brace is good for compression and keeping the guts of the shoulder in place, I can't imagine it being helpful for squishing all that stuff in the shoulder which is already inflamed and lacking adequate space.  I guess, if compression is indicated and prescribed the brace would help.  If compression will just make matters worse, than...I doubt the brace would be beneficial!   Hope that helps you as I am sure shoulder impingement is no fun!

does this brace support the scapula?

My non-expert opinion would be that yes, it supports the scapula. I wore one for about two months after falling into a wall and (likely) tearing some ligaments in my shoulder.  My physican was concerned that if I restricted movement too much the ligaments could heal shortened.  I found that for me the brace worked well.  The diagonal strap that you see in the photo tends to make a cup around the shoulder, pulling it inward and downward, while still allowing a good range of motion.  -- Your body will tell you, quite painfully, when you are attempting a movement that you should not be doing.  The brace gets quite warm during the summer.  I still have to favor that arm -- after about seven months.  Tendons and igaments do not have a good blood supply and take many months(if not more) to completely heal.  Hope this helps.
