What Chipset is used for the NIC ?

According to the Hardware System Report on my Mac, this is an AX88179 (Product Id 0x1790; Vendor Id 0x0b95 - ASIX Electronics Corporation). Hope this answers your question?See details at http://www.asix.com.tw/products.php?op=pItemdetail&PItemID=131;71;112

Is there a disadvantage to using a usb ethernet adapter to a pcie ethernet adapter?

Yes, a PCIE adaptor will place lower load on the system as it plugs in to the PCI bus at a low level. if you are shifting large data volumes over a USB bus this may be significant and may tie up the USB Bus. Generally if you have a PCIE slot available this will be in a desk top or server in a fixed location. An RJ45 into a card is more secure that a USB plug in, However, I manage to move about 700MB/s over a (slow) USB2 port without too much strain.

will this work with HP Chromebooks?

Unless there's a suitable driver for Chrome OS, I doubt it

When I switch to black color the description doesn't say Gigabit anymore. Can someone confirm the black adapter is also Gigabit capable?
