Can they be used to vontrol the valve e.g turn the heat up or down?

Hi no these are just caps for the lockshied valves. You will need the other valve handles. Get them from here or Screwfix do an adapter pack which fits most valve spindles. Here is the reference. SCREWFIX REPLACEMENT SAFETY RADIATOR VALVE CAPS WHITE 2 PACK (83291)

Will these fit 15 mmmm radiator valves

Yes they are universal and replace the old or broken lock shield valve caps. They are held in place by a rubber style tap washer, with the valve stem pushing through the hole in the center of the rubber. They are decorative caps only, you remove them to adjust or close the valve.

Will it work with a 10mm microbore valve.

Possibly, depends on the valve stem. The fit most valves, but remember they are lock shield covers only. You cannot alter the valve with them.
