Are these the same as the "perfect fit" bags, as the packaging appears to be different ?

Yes they fitted perfectly on my bin that takes the 45L bags.

what sizes lendth and width?

If you go on to Brabantias own site they have sizes of all the ones they sell so you can find the one you need. However I have found elsewhere on Amazon a roll of a hundred strong bags with handles of the right size and somewhat cheaper as you may imagine
