I believe it is waterbased. I guess if you paint it in a sheltered from the rain area it might be worth a try.

Sorry, the short answer is I don't know, however I don't see why it wouldn't do the job with more than one coat.

Could I use this on plastic

I guess so. I haven't used it yet. But it glows really well in the plastic container.
