Is it ok to use for 2017 exams?

Not only is it OK for 2017 exams it's ESSENTIAL for the new linear A-level maths exams, for students beginning 6th form this September, as exam boards aren't going to hand out statistical tables any more, so calculators like this one are the MINIMUM SPECIFICATION required. In fact, this calculator is specifically mentioned on the MEI website.

Does this come with an English instruction manual?

Mine came with most European languages including English, believe the problems may have been teething problems. The manual is downloadable from Casio's website as a pdf.

I just bought it and it's only setting is being powered by solar cells, but it only works when i put it in the sun, can I fix this?

There is an internal battery as back-up. Just remove small screws fixing the rear case, replace it. If that doesn't solve the problem, you, return the calculator for repair under warranty.
