Q: Should both wheels move along when it's being pushed?

I bought it as a present for my nephew but I an fairly sure that the wheels and roller should move so the child can move it about freely.

Q: What size or scale is the toy? I'm a collector of 1/12 scale items so I would like to display this alongside some of my other items.

Not sure about the 1/12 but it is a great size and fits with the scale of thief other construction vehicles if that helps?
