Will this work on the rear hatch hinge on a 99 blazer?

I am pretty sure it will but it won't last you. Is not a good quality product the rings would brake with the weigth of the door in no time.

Is this 38419 for a 88-98 C/K truck, or is the 38416 the right one (spline at bottom of pin on 38419, not on 38416).

I used this on a 2001 GMC Jimmy, this does fit years 1994-2005 also the Chevy Blazer. Regardless of which side (driver's or passenger) kit is the same. No. China I believe. I highly recommend this part instead part # 703-265 it's on Amazon. You get brass bushings instead of soft cheap copper that this comes with.

Is the top and bottom the same size

Top Bushing and Bottom Bushing are different size.
