Is this flux suitable for soldering copper foiled stained glass items and art? I would appreciate your advise.

I have not used it for such and in the past when soldering copper foil around glass I have always found it best to use pre-fluxed solder because it enables one to limit the soldered area. LO CO is a messy flux to manage

Is this okay to soldering mobile and other devices?

I think you'd struggle to apply it on microchips/ electronic circuits. This is aimed at plumbing pipework. For PCB and electronic work I would advise looking for a flux 'pen' applicator...this is FAR too thick for what you're looking for.
