Can these be used for mobility exercises from Kelly Starrett books etc

I don't know what kind of exercises you need to do. The beauty of these bands is that there is less pressure on your joints when you exercise. Start of with a red one if you decide to buy.

how many do you get in a pack for the £6.99 cost

only get the ONE color you choosed (£6.99 is for red band). hope you can understand.

I want to use this to stand on the bottom and hold the top and pull it up to above my head(sorry if that doesn't make sense) which size would be best?

Both red and black bands are good for this. Presuming you are doing some kind of single arm press similar to using a dumbell. The green and purple bands are VERY strong so unless you're a beast then you won't require those for this type of exercise.

What poundage bands are best for shoulder lateral raises, for a guy?

It depends on your height and weight, I do think each color is great for workout ,you can make a serial purchase if it's possible，but I will still recommend the black、purple、blue for guys which will look cooler and professional. thanks:)
