Will these be strong enough to help hang a christmas garland from the fire place?

It would be but you would need quite a few of them. Depending on the weight of the garland, I would suggest perhaps 1 every 20 cm. It will only adhere to dust-free and smooth surfaces (I know this from experience of using hundreds of these over the last 8 years!). If there is moisture or heat (from a real fireplace), then these clips will not be suitable at all. The adhesive will deteriorate in heat and moisture. Good luck!

Do they stick to wood?

I have used them on painted wood window architrave to hang fairy lights. They have been hanging for 6 months so far. I have not yet removed them so cannot comment on their removal. Make sure the wood is not dusty

I can't find it either... where are the refills? these items should come with more adhesive as some decorations do fall off after a while and the adhesive needs replacing

Can they be used outside?

I don't think they are meant to be used outside because there's nothing on the package that suggests they can, but as it's just plastic with an adhesive strip you might want to try so long as if one fails it won't be a disaster. For a short period of time, eg Christmas, they might well work.
