Is the texture similar to a playing card deck?

Yes. The cards are not smooth, they have what's called a "linen" texture. This is how Bicycle makes their premium decks.

Does it have the meaning of the card in words on the back of the card

You can find cards with keywords on them at Etsy https://www.etsy.com/listing/552956943/tarot-with-key-words-teal-blue-border?ref=hp_rv-1&bes=1

How is the quality and thickness of the card stock

These cards are low quality, and have very thin cardstock. The art got messed up when they digitized it. These are not good cards.

What is the different between this and rider waite from us games?

Card images are the same. Card back and box are completely different. These cards have "linen" finish like pointed out by Shane.
