How good is the quality?

Really good quality I just didn't care for the shimmer

Will it smudge or transfer under a face mask?

I did not care for it- I wanted lipstick that would not soak into the lines above my lips, this did not do the job. I found covergirl lipstick that did the job. I did not wear it prior to face masking.
