It's plastic. It's pretty flimsy but it will do the job. You'll want a plate frame to finish it all off.

Will it fir a subaru forester

Lots of slots. Fits my Impreza just fine.

Works with euro plates?

All depends where the holes on your Euro plates are. The two portions that stand up are where most regular plates holes are. It goes out roughly an inch on either side or anywhere in between for mounting purposes.Hope this helps and Thank you!
