What are the overall dimensions?

Not in front of me but it is about 1.5x.75x1 in without bit and locked in to Drill.

How strong is this? I have some phillips head screws on the bottom of a deck railing that I need to remove after 16 years. Can it handle this?

It will, you just need to brace the drill or it will get away from you

how do you keep this from spinning do you have to use your palm to apply force to what you are trying to drill??

No. The hex end plugs into the drill or electric screwdriver and the screw tip plugs into the other end. When the screw tip is engaged in the screw, that holds the unit in place while the mechanism inside the housing turns. You do need to be careful not to let the drill or screwdriver change angles to the screw which will cause the tip to exit the screw.

Would this work with sanding discs?

It would work as long as the disc has a 1/4" connector.
