what adhesive is best for creating motorycle air filters?

I use brushed on contact cement for the initial adhesion, then put a bead of silicone all around the seam, about 1/2 inch wide both inside and out. I do not trust just the contact cement to hold foam together long term, but it works great to hold the two ends together while the stronger silicone has a chance to cure. I do not glue the foam to the metal frame. I simply glue the foam together and slide it over whatever filter frame you are using.

I have a Honda gyro scooter, the old filter looks to be about 3/8 to 1/2 inch thick, will this be too thick for it?

It is made from foam and will squish to make it fit. I put this foam in my cars to be a pre-cleaner to keep the paper air filter super clean. It works exceptionally well. The fit is a little tight sometimes, because space under the bottom of a flat type air filter can be limited. But, the foam sheet is soft enough to squish down underneath and work just fine. Most of the time I can only use 1 layer of foam. Once I tried to roll it up in a ball and stuff it into a round tube intake hose that led to the air filter itself. The multiple layers in the ball caused a check engine light to come on with an "intake restriction" code. So I took it out and just left the flat piece of foam in the air filter box. I also put some air filter oil massaged into the foam. It helps collect fine dust, and you wash it out and re oil it about every 20k miles. This keeps the paper flat filter clean as new for 50k miles or more. I went 100k miles in an old 1990 big Chevy Van and the paper filter stayed completely clean. I used foam over the air cleaners in all my tractors and dirt bikes and motorcycles. The paper filters were useless without the foam covers. The foam ones on the bikes would never plug up, even when they were covered with mud and dust. It has to do with the foam flexibility and larger pores in the foam and thicker layer of foam than the thin layer of paper. When you use foam, the engine will run cleaner and last longer, due to fewer bits of abrasive dust grinding away pistons and cylinders. Combine that by using Mobil 1 synthetic oil and changing it every 3000 miles, and your car will last for 300,000 miles. I ran an Acura Integra 300,000 rough miles doing that, and then sold it for $700 because it still ran like new!
