Does this need to be installed the mesh in a bed of mortar first or can I apply my mortar as I tile and do it all in one step?

Hello, you can apply your mortar as you tile, however if you choose this method to install you must make special effort to see that all wires are well covered with mortar. If a heating wire is not covered with mortar there will be no heatsink and the wire will run to hot. As long as the wires are well covered it'll be fine.
