Are these characters random? Like blind box? Or can I count on getting the 12 characters shown?

Because these are small, there is a warning on the box that says not for children under 3. But it also says ages 5+. Why would they be for ages 5+?

My 3rd year has been playing with them just fine. But yes they are very small so I can see them being a choking hazard for kids who still put things in their mouth
