Why doesn’t it allow me to use EBT card?

That depends on the seller. Only things sold by Amazon.com can be eligible. If from 3rd party sellers on Amazon, it's not eligible for SNAP EBT To make things easier, filter by seller, and select "Amazon.com", and it's faster to find EBT eligible items I wish Amazon just had a "SNAP EBT" filter search

Does it need to be refrigerated?

Yes, after you open it it must be refrigerated and it should be used within a couple of weeks. I've had it mold in the refrigerator after a few weeks. I keep mine in the freezer rather than the refrigerator to make it last a lot longer and just spoon out what I need while it's still frozen. With so much olive oil, it does not freeze solid. It's more like a thick paste when it's frozen.
