how can you charge your phone outside, does the power bank hold a charge?

The power bank isn’t included. You’ll have to use your own Powerbank. And yes, all power banks hold a charge. All you have to do is to place it inside and connect it to the wires, so you can charge your phone without having to get your powerbank out.

Will this fix a MacBook Pro 16-inch?

I use the same bag with a new Mac book pro which is the same size. It’s an amazing and well made bag and is water resistant which is extremely important. It’s as comfortable on a single strap as it is with both. Great value for money
