It should. I'm a 37" and it fits me comfortably, but there are snaps to tighten it up by at least 3" more so you should be good.

Yes, it is a good quality wrap. I personally liked it but it was a gift for my husband and he did not like it and so I had to return it. As far as size goes, I dont know because i bought the largest as he is a big man, but he would not even try it on.
