How much power does this pad use on the highest setting for both heat & vibration? (my breakers tend to trip if too much is plugged in...)

The highest is not very strong. I use the heat more than the vibration mode.

Does this may fit a Teeter contour L5?

I don't know I returned my because it just didn't feel comfortable for me.

Does this fit the teeter EP850 ?

Comfortable, heat works and is nice but doesn't get hot enough for my liking. Vibration is more annoying than I thought it would be. I basically just use this as a pad so my inversion table is more comfortable. It's quite expensive for what it is...I wish there was something cheaper that fit the table and had the right shape/mounting points.
